Emergency Plan Review

Emergency Plan Review
49CFR Part 192 requires each Operator to establish written procedures to minimize the hazard resulting from a gas pipeline emergency and furnish such procedures to supervision and appropriate personnel. 49CFR Part 192 also requires Operators and gas pipeline experts to ensure their personnel are knowledgeable of the emergency procedures and verify that the training is effective. We can assist the Operator in reviewing their respective emergency plan, perform a yearly review of their plan to field personnel, and proctor an exam based on best practices to validate that the yearly training was effective. From an expert witness litigation perspective, we have years of experience in reviewing these manuals.
Many Operator Training Department personnel agree that each year, they address almost the same audience, and the message they are attempting to deliver is not fully received. It may have nothing to do with the procedures or the delivery to the audience; it just needs to come from a different perspective. Our natural gas distribution and safety experts have responded to multiple gas incidents from the first individual on the site, incident command, to the post-incident investigator. With our expert research in natural gas technologies, we share some of our experiences with personnel as emergency training takes place (if the Operator prefers this option).
